বাংলাদেশ ও নাইজেরিয়া দ্বি-মুখী বিনিয়োগ ও বাজারে প্রবেশ সুবিধা গ্রহণে আগ্রহী
[ঢাকা, ৩০ সেপ্টেম্বর, ২০২০]- নাইজেরিয়ান অ্যাসোসিয়েশন অব চেম্বারস অব কমার্স, ইন্ডাস্ট্রি, মাইনস অ্যান্ড অ্যাগ্রিকালচারের (এনএসিসিআইএমএ) সাথে সম্প্রতি ফেডারেশন অব বাংলাদেশ চেম্বার অব কমার্স অ্যান্ড ইন্ডাস্ট্রিজ (এফবিসিসিআই) একটি সমঝোতা স্মারক স্বাক্ষর করেছে। এফবিসিসিআই-এর উদ্যোগে আয়োজিত ক্লাউড সম্মেলনে™ বেসরকারি খাতের সংস্থা দুটো চুক্তি স্বাক্ষরের পাশাপাশি দুই দেশের মধ্যকার বাণিজ্য ও বিনিয়োগের সুযোগ-সুবিধাও তুলে ধরেছে।
বেসরকারি খাতের সংস্থাটির উদ্যোগে আয়োজিত ‘‘বাইল্যাটের্যাল ট্রেড অ্যান্ড ইনভেস্টমেন্ট অপরচুনিটিজ ইন দ্য অনগোয়িং গ্লোব্যাল প্যানডেমিক অ্যান্ড বিয়ন্ড’ শীর্ষক সম্মেলনটিতে এফবিসিসিআই-এর সভাপতি শেখ ফজলে ফাহিম; এনএসিসিআইএমএ-এর জাতীয় সভাপতি হাজিয়া সারাতু আইয়া-আলিয়ু; নাইজেরিয়ার পররাষ্ট্র মন্ত্রণালয়ের এশিয়া/প্যাসিফিক বিভাগের পরিচালক আয়েশা দেওয়া; এনএসিসিএমএর- এর জাতীয় সহসভাপতি ইঞ্জিনিয়ার জনি ইব্রাহীম; এফবিসিসিআই-এর উপদেষ্টা মো. আবদুল হান্নান এবং এনএসিসিআইএমএ-এর মহাপরিচালক ও রাষ্ট্রদূত আইওলা ওলুকানি অংশগ্রহণ করেন।
এনএসিসিআইএমএকে ধন্যবাদ জানিয়ে এফবিসিসিআই সভাপতি বলেন, “এ বছর জাতির পিতা বঙ্গবন্ধু শেখ মুজিবুর রহমানের শততম জন্মশতবার্ষিকী। আজকের আয়োজনটি তাঁর নিরলস প্রচেষ্টার কথা স্মরণ করিয়ে দেয় এবং এটি বিশ্বব্যাপী ১২৯ টি অংশীদারী সংস্থার সাথে আমাদের আন্তর্জাতিক সম্পৃক্ততারই একটি অংশ।”
দ্বিপাক্ষিক বাণিজ্যের কথা তুলে ধরে তিনি আরও বলেন, “বাংলাদেশ-নাইজেরিয়া মধ্যে জাতিসংঘ, ওআইসিসি, কমনওয়েলথ, ডি-৮ এবং ডি-৮ সিসিআইতে সম্পৃক্ততার মাধ্যমে দীর্ঘ সম্পর্ক প্রতিষ্ঠিত হয়েছে। এছাড়া, আমাদের দ্বিপাক্ষিক সম্ভাবনা অনেকাংশেই অগ্রসরমান রয়েছে। ২০১৯-২০ অর্থবছরে ১৪৪.৮৫ মিলিয়ন মার্কিন ডলারের দ্বিপাক্ষিক বাণিজ্য হয়েছে। বাণিজ্যের উন্নতি ঘটাতে জ্বালানি, তেল ও পেট্রোলিয়াম পণ্য, কোকো উৎপাদন ও প্রক্রিয়াজাতকরণ, এফএমসিজি, হোম অ্যাপ্লায়েন্স, ফার্মাসিউটিক্যালস ইত্যাদি খাতে দ্বিপাক্ষিক ভ্যালু চেইন উদ্যোগ নেওয়া যেতে পারে।”
সরকারের প্রতিক্রিয়ার পরিপূরক হিসাবে এফবিসিসিআইয়ের সক্রিয় এ্যাডভোকেসির বিষয়টি তুলে ধরে তিনি বলেন, “আমরা যখন স্বাভাবিকতার দিকে ঘুরে দাঁড়াচ্ছি, তখন আমাদের অর্থনীতির বিষয়ে আমরা আত্মবিশ্বাসী। কেননা জিডিপিতে প্রবৃদ্ধি, রেমিট্যান্স প্রবৃদ্ধি এবং বৈদেশিক রিজার্ভ প্রবৃদ্ধি নিয়ে আমাদের অর্থনীতি শক্তিশালীভাবে ঘুরে দাঁড়িয়েছে। এফবিসিসিআই তার সক্রিয় এডভোকেসি এবং স্থানীয় ও আন্তর্জাতিক স্টেকহোল্ডারদের পরামর্শ গ্রহণের মাধ্যমে বিস্তৃত পরিসরে আর্থিক ও অ-আর্থিক ব্যবস্থা সহ আর্থ-সামাজিক এজেন্ডা নিয়ে আগামী তিন বছরের জন্য আমরা একটি শক্তিশালী রোডম্যাপ প্রণয়নে সক্ষম হয়েছে।”
মহামারীর সময়েও বাংলাদেশের অভূতপূর্ব সাফল্য এবং বিকাশের কথা তুলে ধরে ফাহিম আরও বলেন, “আইপি সুরক্ষা সহ আমাদের আরওআই প্রযুক্তির মতো অর্থনীতির রূপকারের কারণে বিনিয়োগকারীদের কাছে অন্যান্য সমমানের বাজারগুলোর তুলনায় বাংলাদেশ আকর্ষণীয় গন্তব্য হয়ে উঠেছে।
বাংলাদেশের প্রতিযোগিতামূলক উৎপাদন সুবিধা এবং নাইজেরিয়ার কাঁচামাল ও দক্ষতাকে এক করে দুটি দেশ যৌথভাবে বিকল্প বিনিয়োগের খাত আবিষ্কার করতে পারে। প্রযুক্তি এবং জ্ঞান স্থানান্তরের মাধ্যমে নাইজেরিয়ার বিনিয়োগকারীরা বাংলাদেশের উৎপাদন প্রতিযোগিতামূলক বাজারে এগিয়ে রাখা সহ, দেশীয় ভোক্তা বাজার, আঞ্চলিক বাজারে প্রবেশ, বিনাশুল্কে ভারত, ইউরোপিয়ান ইউনিয়ন, কানাডা, অস্ট্রেলিয়াতে বাণিজ্য সুবিধা এবং এশিয়া প্যাসিফিক ট্রেড অ্যাগ্রিমেন্ট সুবিধা সহ আরও অনেক সুযোগ-সুবিধা গ্রহণ করতে পারে।
সমঝোতা স্মারক বিষয়ে মন্তব্য করে এনওসিসিএমএ-এর জাতীয় সভাপতি হাজিয়া সারাতু আইয়া-আলিয়ু বলেন, আজকের অনুষ্ঠানটি বেসরকারী খাত এবং ব্যবসা-বাণিজ্য বিশেষত আইসিটি, ফার্মাসিউটিক্যালস এবং কৃষিক্ষেত্রে নাইজেরিয়ান–বাংলাদেশের সহযোগিতা বৃদ্ধি পাওয়ার প্রমাণ। ডি-৮ এর চেম্বার সদস্য হিসাবে, এটি একটি যুগোপযোগী পদক্ষেপ এবং এটি ডি-৮ এর উদ্যম, লক্ষ্য এবং উদ্দেশ্যকে প্রতিফলিত করে। দুই চেম্বারের এই সমঝোতা চুক্তি এতে পূর্ণতা এনে দিবে।”
তিনি আরও বলেন, “ফেডারেশন অব বাংলাদেশ চেম্বার অব কমার্স অ্যান্ড ইন্ডাস্ট্রি (এফবিসিসিআই) এবং নাইজেরিয়ান অ্যাসোসিয়েশন অব চেম্বারস অব কমার্স, ইন্ডাস্ট্রি, মাইনস অ্যান্ড অ্যাগ্রিকালচার (এনএসিসিআইএমএ)-এর মধ্যকার সমঝোতা স্মারক চুক্তি স্বাক্ষর আমাদের দু’দেশের মধ্যে বাণিজ্য সম্পর্ক বাড়ানোর পথে একটি স্বীকৃতি।”
এনএসিসিএমএ প্রতিনিধিদের আশ্বাস দিয়ে এফবিসিসিআই-এর উপদেষ্টা এবং রাষ্ট্রদূত মো: আবদুল হান্নান বলেন, “আমাদের সদস্যদের এনএসিসিএমএ এর সাথে যুক্ত হওয়ার সক্ষমতা ও আগ্রহ রয়েছে। আমি আশা করছি আমাদের সমঝোতা চুক্তিকে কার্যকর করার মাধ্যমে এই বন্ধন আরও মজবুত হবে, যা আমাদের সদস্যদের মধ্যে নিরবিচ্ছিন্ন ও পারস্পরিক সম্পর্ক প্রতিষ্ঠা করবে।”
এফবিসিসিআই সভাপতি এনএসিসিএমএ প্রতিনিধিদের আশ্বস্ত করে বলেন, হাইলাইটেড সেক্টর গুলোতে কাজ করার বিষয়ে আগ্রহী।
FBCCI signs MoU with Nigeria’s NACCIMA
Bangladesh and Nigeria to undertake two-way investments and market access
[Dhaka, 29 September 2020]- The Nigerian Association Of Chambers Of Commerce, Industry, Mines And Agriculture (NACCIMA) has recently signed a Memorandum of Understanding (MoU) with the Federation of Bangladesh Chamber of Commerce and Industries (FBCCI), followed by an ‘FBCCI Cloud Conference™’ between the two private sector associations, presenting opportunities for both nations in trade and investment.
Sheikh Fazle Fahim, President of FBCCI; Hajiya Saratu Iya-Aliyu National President, NACCIMA; Mrs. Aisha Dewa, Director of Asia/Pacific Division, the Ministry Of Foreign Affairs, Nigeria; Engr. Jani Ibrahim, National Vice President of NACCIMA; Ambassador Md. Abdul Hannan, Adviser to FBCCI, and Ambassador Ayoola Olukanni, Director General of NACCIMA, took part in the initiative by the private sector associations titled, ‘Bilateral Trade and Investment Opportunities in the Ongoing Global Pandemic and beyond.’
Thanking NACCIMA, the FBCCI President stated, “This year marks the 100th birth centenary of the Father of the Nation Bangabandhu Sheikh Mujibur Rahman. Today’s program commemorates his legacy and is a part of our ongoing international engagements with 129 globally strategic partner organizations.”
“Bangladesh-Nigeria’s long humane relations have been marked by our engagements at the UN, OIC, Commonwealth, D-8 & D-8 CCI. However, our bilateral potential remains largely untapped. Bilateral trade in FY 2019-20 stands at US$144.85mn. To improve trade, bilateral value chain initiatives may be explored in energy, oil & petroleum products, cocoa production, and processing, FMCG, home appliances, pharmaceuticals, etc,” he added, highlighting the bilateral trade.
Highlighting FBCCI’s advocacies in its continuous engagements in complement to the government’s response he said, “As we navigate the next normal, we are confident in our economy as it is demonstrating strong recovery trend with GDP growth and remittance growth, FOREX reserve growth. We successfully solicited a targeted roadmap to recovery in a broad spectrum of socio-economic agendas through proactive advocacies with both our national and international stakeholders.
Highlighting Bangladesh’s success and development even during an unprecedented pandemic Fahim further stated, “Comparing compliant markets and transitioning economies like Bangladesh’s ROI makes us an attractive destination with IP protection in place for technology transfer.
The two nations could jointly explore investment options tapping into Bangladesh’s production competitive edge and Nigeria’s pool of raw materials and expertise. Nigerian investors can tap into Bangladesh’s production competitive edge, domestic consumer base, regional market access that is Duty-Free Quota Free (DFQF) to India, China, EU, Canada, Australia, APTA, etc.”
Hajiya Saratu Iya-Aliyu the National President of NACCIMA commenting on the MoU said, “Today’s event is an attestation of the fact that cooperation between the Nigerian – Bangladesh Private sectors and businesses is on the rise especially in the areas of trade, ICT, Pharmaceuticals, and Agriculture. As chamber members of the D-8, this is indeed a right step in the right direction and resonates with the spirit, vision, and mission of the D-8 and is complemented by the MoU between our two chambers.”
“The signing of a Memorandum of Understanding by the Federation of Bangladesh Chamber of Commerce and Industry (FBCCI) and the Nigerian Association of Chambers of Commerce, Industry, Mines and Agriculture (NACCIMA), is also a testimony to expand trade relationships between our two countries,” she added.
Ambassador Md. Abdul Hannan, Adviser to FBCCI assuring the NACCIMA representatives said, “We have the capacity and the willingness to connect our members to the members of NACCIMA. I look forward to our two organizations executing the MoU to reflect our bond that will make a real and mutual difference for our members.”
The FBCCI president also assured it’s Nigerian counterparts of engaging in sectors highlighted by NACCIMA during the event.
