Bangladesh-India pursues economic integration with neighbouring countries of South Asia
FICCI LEADS 2020 engages representatives from 100 countries
[Dhaka, 15 October 2020]- LEADS 2020, a unique multi-faceted 4-day global thought leadership initiative, has recently organized a virtual conference to evolve a shared vision among global leaders, to reimagine economic growth in on the pillars of globalization. The program titled, ‘South Asia Session Reimagining Neighbourhood Economic Integration’, invited stakeholders from 100 countries entailing Bangladesh.
Sheikh Fazle Fahim, the President of FBCCI; Ms. Smriti Irani, Hon’ble Union Cabinet Minister for Textiles, Women & Child Development, Govt. of India; Dr. Sangita Reddy, President, FICCI; Mr. Junaid Ahmad, India Country Director, South Asia, World Bank; Ambassador Sunjay Sudhir; Ms. Bhawani Rana, President, FNCCI; Mr. Ismail Ghazanfar, Chairman, Federation of Afghan Chambers; Mr. Nishal Ferdinando, CEO, JAT Holdings, Sri Lanka; Ms. Indrani Bagchi, Diplomatic Editor, The Times of India; Mr. Dilip Chenoy, SG, FICCI; and Ms. Sushma Nair, Director- South Asia & Multilaterals, FICCI spoke during the occasion.
Commemorating the 100th anniversary of the Father of the Nation during the occasion, the FBCCI President said, “As you are all aware, from 1947 till 1971 through democratic movement milestones of 1952, 1956, 1962, 1964, 1966, 1969, the election of 1970 with 98% absolute majority in parliament in East Pakistan preceded by 1971 war of independence, where we emerged as an independent nation. During this long time, Bangabandhu Sheikh Mujibur Rahman laid the foundation of our long proven humane relations with India, Bhutan, Nepal, South Asia, Russia, Germany, among other 150 nations. We are indebted to the people of India through their mandate to the then parliament for hosting 10 million Bangladeshis during our war of independence in 1971. I cannot emphasize enough on our inseparable heritage and humane ties in hearts and minds.
“Since 2008, we are experiencing shining examples of a positive trend for greater engagements and cooperation in culture, trade, investment, and sports; acknowledging challenges that contradict. Our leaderships’ shared values for their constituent’s sustainable growth is a reflection of our relationship today. During Covid19 we saw our South Asian leaderships coming together virtually with a conviction for humanity beyond borders in South Asia and beyond,” he further added.
Welcoming other nations to explore Bangladesh’s designated EZs, SAARC EZ to maximize on SAFTA value chain he also said, “Our current bilateral trade stands at $10 Bn. India’s designated economic zones in Bangladesh have enabled prospects for more strategic investments which awaits execution. We may explore trade recovery on regional value chain initiatives ™ (RVCI) ™ with raw materials from our neighbours for our domestic industry, maximizing Bangladesh’s production competitive edge, export to the region; and beyond that maximizing regional value chains with global implications based on shared resources and knowledge,” he added.
Highlighting Bangladesh’s success and development even during an unprecedented pandemic Fahim further stated, “We invested US$70bn+ to update our industrial ecosystem evident in infrastructure, 100 EZ, high tech parks, multimodal connectivity, and trade logistics by air, roads, rail & waterways, among other developments. Moreover, tariff-non tariff facilities, policy frameworks for ease of doing business are underway to maximize the production competitive edge of Bangladesh. Our 160mn vibrant domestic market, 1.8bn South Asian regional market, DFQF to EU, India, China, Canada, Australia, APTA, etc. are complementary prospects with a shared value chain initiative.”
“In the next normal, cooperation between us is not limited to bilateral or regional only but globally and beyond. Bangladesh’s position in regional cooperation and beyond can serve as a conduit between East Asia, Southeast Asia, and South Asia and beyond,” he added.
He further highlighted FBCCI’s exhaustive engagements in non-fiscal & fiscal policy support, social and philanthropic initiatives, and goodwill gestures to multiple governments as private sector gesture supplementing govt. Initiatives.
FBCCI’s ongoing effort to regenerate the federation as the modern trade body, its initiatives with global partners to promote the business sector of Bangladesh by developing platforms like FBCCI Economic Applied Policy Research Center, FBCCI Alternate Dispute Resolution Center, FBCCI Tech Center, FBCCI Institute, FBCCI University; for emphasized engagement with global partners to open dialogues in availing mutual benefits were also highlighted, soliciting our neighbourhood’s institutional partnerships in FBCCI Impact 4.0 initiatives.
Ms. Smriti Irani, Hon’ble Union Cabinet Minister for Textiles, Women & Child Development, Govt. of India said, “It is time to reimagine economic integration in our region with the advent of the pandemic. The region has immense political, cultural, and interdependence as well as co-operation. It is our shared identity that can enable economic growth through investment opportunities such as manufacturing goods economically.”
The President of FICCI said, “As neighbours, we can help each other to overcome any crisis. A calibrated and systematic engagement with our neighbouring countries will help us to address socio-economic constraints while ensuring economic integration for economic development.”
During the conference, Bangladesh’s GDP growth and development were highly praised, followed by discussions of existing areas that need to be addressed.

[ঢাকা, ১৫ অক্টোবর, ২০২০]- একটি অনন্য বহুমুখী ৪ দিন ব্যাপী বিশ্ব চিন্তা নেতৃত্ব উদ্যোগ লিডস ২০২০, বিশ্বায়নের ভিত্তির উপর দাঁড়িয়ে থাকা অর্থনৈতিক প্রবৃদ্ধি নিয়ে নতুন করে ভাবার লক্ষ্যে বিশ্ব নেতাদের পরিকল্পনা জানতে সম্প্রতি একটি অনলাইন সম্মেলন আয়োজন করেছে। ‘সাউথ এশিয়া সেশন রিইমাজিনিং নেইবারহুড ইকোনোমিক ইন্টিগ্রেশন’ শীর্ষক এই সম্মেলনে বাংলাদেশ সহ ১০০টি দেশের প্রতিনিধিদের আমন্ত্রণ জানানো হয়।

সম্মেলনে জাতির পিতার শততম জন্ম বার্ষিকী উদযাপনের কথা স্মরণে এফবিসিসিআই সভাপতি বলেন, “১৯৭১ সালের মহান মুক্তিযুদ্ধের আগে ১৯৪৭ থেকে ১৯৭১ সাল পর্যন্ত ১৯৫২, ১৯৫৬, ১৯৬২, ১৯৬৪, ১৯৬৬, ১৯৬৯, ১৯৭০ সালে পূর্বপাকিস্তান সংসদে ৯৮% নিরঙ্কুশ সংখ্যাগরিষ্ঠতা অর্জন সহ আমাদের গণতান্ত্রিক আন্দোলনের মাইলফলকগুলো সম্পর্কে আপনারা সকলেই নিশ্চয়ই অবগত আছেন, যা বিশ্ব মানচিত্রে আমাদেরকে একটি স্বাধীন জাতি হিসেবে প্রতিষ্ঠিত করেছে। এই দীর্ঘ সময়ে বঙ্গবন্ধু শেখ মুজিবুর রহমান ভারত, ভুটান, নেপাল সহ দক্ষিণ এশিয়ার অন্যান্য দেশ, রাশিয়া, জার্মানি সহ আরও ১৫০ টি দেশের মধ্যে দীর্ঘস্থায়ী মানবিক সম্পর্কের ভিত্তি স্থাপন করেছিলেন। সংসদীয় আদেশ জারির মাধ্যমে মুক্তিযুদ্ধকালীন ১ কোটি বাংলাদেশী মানুষকে শরণার্থী হিসেবে আশ্রয় দিয়ে বন্ধুত্বের যে নজির স্থাপন করেছে তার জন্য আমরা ভারতের জনগণের কাছে ঋণী। আমাদের হৃদয় ও আত্মার এই মানবিক বন্ধন এবং আমাদের অবিচ্ছেদ্য ঐতিহ্যকে আমরা অবহেলা করতে পারি না।”
তিনি আরও বলেন, “আমাদের সম্পর্ককে বাধাগ্রস্থ করতে পারে এমন সকল বাধা কাটিয়ে ২০০৮ সাল থেকে আমরা সংস্কৃতি, বাণিজ্য, বিনিয়োগ এবং ক্রীড়া ক্ষেত্রে ব্যাপক পরিসরে সম্পৃক্ততা এবং সহযোগিতার জন্য অনন্য উজ্জ্বল দৃষ্টান্ত স্থাপন করেছি। ধারাবাহিক টেকসই উন্নয়নে আমাদের নেতৃবৃন্দ নিজেদের ভাবনা বিনিময় করেছে, যা আমাদের বর্তমান বন্ধুত্বপূর্ণ সম্পর্কেরই প্রতিফলন। আমরা এও দেখেছি যে, কোভিড ১৯-এর সময় আমাদের দক্ষিণ এশিয়ার নেতৃবৃন্দ দক্ষিণ এশিয়ার সীমানা ছাড়িয়ে এর বাইরেও মানবতার দৃষ্টান্ত স্থাপনে একত্রিত হয়েছেন।”
সাফটা ভ্যালু চেইন সর্বাধিকীকরণের জন্য বাংলাদেশের অর্থনৈতিক অঞ্চল, সার্ক অর্থনৈতিক অঞ্চল বিষয়ে বিস্তারিত জানার জন্য অন্যান্য দেশকে স্বাগত জানিয়ে তিনি আরও বলেন, “আমাদের বর্তমান দ্বিপাক্ষিক বাণিজ্যের পরিমাণ ১০ বিলিয়ন মার্কিন ডলার। বাংলাদেশে ভারত মনোনীত অর্থনৈতিক অঞ্চলগুলো আরও কৌশলগত বিনিয়োগের সম্ভাবনা তৈরি করেছে, যা বাস্তবায়নের অপেক্ষায় রয়েছে। আমরা আমাদের আঞ্চলিক ভ্যালু চেইন উদ্যোগ™ (আরভিসিআই) ™-এর বাণিজ্য পুনরুদ্ধারে আঞ্চলিক শিল্পের জন্য প্রতিবেশী দেশ থেকে কাঁচামাল সংগ্রহ, বাংলাদেশের উত্পাদন প্রতিযোগিতামূলক বাজারে সুবিধা গ্রহণ করে বিভিন্ন অঞ্চলে রপ্তানি করতে পারি এবং জ্ঞান ও সম্পদ বিনিময় ভিত্তিক বৈশ্বিক প্রভাবকে কাজে লাগিয়ে আঞ্চলিক ভ্যালু চেইন বিস্তৃত করতে পারি।”
মহামারীর সময়েও বাংলাদেশের অভূতপূর্ব সাফল্য এবং বিকাশের কথা তুলে ধরে ফাহিম আরও বলেন, “আমরা আমাদের ইন্ডাস্ট্রিয়াল ইকোসিস্টেম আরও উন্নীত করার লক্ষ্যে অবকাঠামোগত উন্নয়ন, ১০০ অর্থনৈতিক অঞ্চল, হাই টেক পার্ক, মাল্টিমোডাল কানেকটিভিটি, আকশ, সড়ক, রেল ও নৌপথের মাধ্যমে বাণিজ্যিক লজিস্টিক খাত সহ অন্যান্য উন্নয়ন খাতে ৭০ বিলিয়ন মার্কিন ডলারেরও বেশি অর্থ বিনিয়োগ করেছি। এছাড়া বাংলাদেশের উত্পাদন প্রতিযোগিতামূলক বাজারের সুবিধা সর্বাধিকীকরণের জন্য শুল্ক-শুল্কমুক্ত সুবিধা, ব্যবসায়ের সহজলভ্যতার জন্য নীতি কাঠামো নির্ধারণের কাজ চলছে। আমাদের ১৬০ মিলিয়নের শক্তিশালী দেশীয় বাজার, ১.৮ বিলিয়নের দক্ষিণ এশীয় আঞ্চলিক বাজার এবং ইউরোপীয় ইউনিয়ন, ভারত, চীন, কানাডা, অস্ট্রেলিয়া, এপিটিএ (এশিয়া প্যাসিফিক ট্রেড অ্যাগ্রিমেন্ট)-এর জন্য শুল্কমুক্ত সুবিধা ইত্যাদি ভ্যালু চেইন উদ্যোগের পরিপূরক সম্ভাবনা।”
তিনি আরও বলেন, “করোনা পরবর্তী স্বাভাবিকে আমাদের মধ্যে সহযোগিতা কেবল দ্বিপাক্ষিক বা আঞ্চলিক সহযোগিতার মধ্যেই সীমাবদ্ধ নয়, বরং তা বিশ্বব্যাপী হবে। আঞ্চলিক সহযোগিতার ক্ষেত্রে বাংলাদেশের অবস্থান পূর্ব এশিয়া, দক্ষিণ-পূর্ব এশিয়া এবং দক্ষিণ এশিয়া সহ আরও বিস্তৃত হবে।”
তিনি এফবিসিসিআই-এর অ-আর্থিক ও আর্থিক নীতি সমর্থন, সামাজিক ও জনহিতকর উদ্যোগগুলো তুলে ধরেন এবং বেসরকারি খাতের অঙ্গসংগঠগুলোর পক্ষ থেকে সরকারী উদ্যোগ বাস্তবায়নে সরকারের পরিপূরক হিসেবে এফবিসিসিআই-এর ভূমিকা তুলে ধরেন।
বাংলাদেশের ব্যবসা খাতকে আন্তর্জাতিক অঙ্গনে তুলে ধরার জন্য একটি অত্যাধুনিক বাণিজ্য সংস্থা হিসেবে ফেডারেশনকে নতুনভাবে সাজানোর লক্ষ্যে এফবিসিসিআই ইকোনোমিক অ্যান্ড পলিসি অ্যাপ্লাইড রিসার্চ সেন্টার, এফবিসিসিআই এডিআর (অল্টারনেট ডিসপিউট রেসুল্যুশন) সেন্টারের ভূমিকা, এফবিসিসিআই টেক সেন্টার, এফবিসিসিআই ইনস্টিটিউট, এফবিসিসিআই ইউনিভার্সিটির মতো প্ল্যাটফর্ম তৈরি করছে এফবিসিসিআই। পারস্পরিক সুবিধা লাভের জন্য গ্লোবাল পার্টনারদের সাথে সম্পৃক্ত হওয়া এবং এফবিসিসিআই ইমপ্যাক্ট ৪.০ উদ্যোগে প্রতিবেশী দেশের প্রাতিষ্ঠানিক অংশীদারিত্বের বিষয়েও জোর দেওয়া হয়েছে।
ভারত সরকারের বস্ত্র, মহিলা ও শিশু উন্নয়ন মন্ত্রিপরিষদ মন্ত্রী স্মৃতি ইরানি বলেন, “মহামারীর প্রভাব বিবেচনায় রেখে এখনই আমাদের আঞ্চলিক অর্থনৈতিক ঐক্যের বিষয়টি নতুন করে ভাবার সময়। এ অঞ্চলে রাজনৈতিক, সাংস্কৃতিক এবং আন্তঃনির্ভরশীলতার পাশাপাশি সহযোগিতার অপার সুযোগ রয়েছে। অর্থনৈতিকভাবে পণ্য উত্পাদন করার মতো বিনিয়োগ সম্ভাবনাকে কাজে লাগিয়ে অর্থনৈতিক প্রবৃদ্ধির সুযোগ তৈরি করার মাধ্যমেই হতে পারে আমাদের নতুন বন্ধন, নতুন পরিচয়।”
এফআইসিসিআই-এর প্রেসিডেন্ট বলেন, “প্রতিবেশী হিসেবে যে কোনও সংকট কাটিয়ে উঠতে আমরা একে অপরকে সাহায্য করতে পারি। আমাদের প্রতিবেশী দেশগুলির সাথে একটি ক্রমাঙ্কিত এবং নিয়মতান্ত্রিক সম্পর্ক আমাদের অর্থনৈতিক অগ্রগতির জন্য ঐক্য নিশ্চিত করার ক্ষেত্রে আর্থ-সামাজিক সীমাবদ্ধতাগুলি মোকাবেলায় সহায়তা করবে।”
সম্মেলনে আলোচিত অন্যান্য গুরুত্বপুর্ণ বিষয়গুলোর মধ্যে বাংলাদেশের জিডিপি’তে উল্লেখযোগ্য অগ্রগতি ও বিকাশ বিশেষভাবে প্রশংসিত হয়েছে।
